    I.  MEMBERSHIP

 

 

        1.1      Membership is open to all; no league experience is necessary.  Novice drivers are welcome but

               the LPIP system is same for everyone.

        1.2      Probationary period for new drivers for first 3 races.

        1.3     Membership is anticipated to remain open throughout the year.

 


 

II.  FEES

 

 

   2.1   There are no fees!  When $$$$ comes into play, we feel racing can become very cut-throat.

          However, STRL does incur moderate costs due to server time mainly.  STRL is run by donation

          and so after you experience the quality racing of STRL we hope you can help us out some

          by helping out with donation. (not required but appreciated.)                                      

                                                                       


 

III.   RULES

 

 

    3.1  Road Runner follows STRL core rules...learn it here ==> STRL 2004 Rules and Guidelines

   3.3  LPIP values and Incident/infraction reports will be posted on the Road Runner website every

         week.  LPIP leaders will be recognized on the Road Runner main-page.

 

   3.4   Lucky Dog Rule :

 

              What Road Runner will do for its drivers is to follow the protective design that NASCAR

has adopted with regards to a Lucky Dog Rule. Again, I know that some like it, others

hate it, and some don't care. Tough.

Since it just does not seem that all the guys follow the same "expected" Gentlemen's

Rule and this has been resulting in Innocent Victims and Chaotic runs to the yellow flag

(mainly in the back of the pack), we feel it is necessary to put a Concrete Rule in place.

The thinking is, that what is good for NASCAR (which is what this division is modeled

after), is good for Road Runner.
 

        Procedure:
                       When the spotter yells out, "CAUTION IS OUT"........LIFT AND CHECK

YOUR F2 SCREEN MAINTAINING YOUR POSITION SAFELY TO THE START/FINISH

 LINE. THEN ASSUME YOUR APPROPRIATE STAGGERED POSITIONING YOU ALREADY DO.

AFTER RECEIVING THE YELLOW FLAG AND CATCHING THE CARS AHEAD, THE FIRST

LAPPED CAR ON THE STANDINGS BOARD NEEDS TO CHAT TO

 THE ADMIN , "LUCKY DOG IS ME", OR SOMETHING LIKE THAT.

THE ADMIN WILL CONFIRM IT VERBALLY. THIS CHAT SHOULD NOT BE PRIVATE

CHAT. EVERYONE NEEDS TO KNOW WHO YOU ARE.

NOW THE TRICKY PART. WHEN THE LUCKY DOG CAR PITS WITH THE LAPPED

CARS, HE MUST STAY IN PITS UNTIL ALL THE LAPPED CARS EXIT AND FALL

IN BACK OF THEM. IF AT LEAST ONE CAR IS VERY SLOW TO LEAVE IN THE

PITS, THE LUCKY DOG DRIVER HAS THE RIGHT TO REENTER THE TRACK TO STAY

ON THAT LAP. THE LUCKY DOG CAR WOULD THEN NEED TO REENTER THE PITROAD

AGAIN THE NEXT LAP AND FALL TO THE BACK OF ALL CARS WITH THE ONE TO GO

SIGNAL DISPLAYED.

THE ADMINS NEED THE LUCKY DOG CAR TO BE LINED UP BEHIND THE LEAD LAP

 CARS AND HAVE ALL LAPPED CARS IN FRONT OF HIM.

BECAUSE WHEN THE FLAGMAN DROPS THE GREEN FLAG AND THE SPOTTER

YELLS, "GREEN, GREEN, GREEN", THE ADMIN WILL IMMEDIATELY GIVE THE LAP

BACK UNDER GREEN AND THE LUCKY DOG WILL THEN BE THE LAST CAR

ON THE LEAD LAP.

IF THE LUCKY DOG DOESN'T DO IT RIGHT, AND ENDS UP WITH LAPPED CARS

BEHIND HIM, ANY LAPPED CARS THAT WANT TO LINE UP WITH THE LEADER IN DOUBLE

FILE RESTART WILL PROBABLY GET BFS FOR PASSING THE LUCKY DOG.

SO UNDERSTAND THIS EVERYONE!!!!!! THE LUCKY DOG HAS TO POSITION

HIMSELF AS THE LAST CAR ON THE TRACK.  ITS UP TO HIM TO KEEP

ENTERING PITS UNTIL HE GETS THERE. IF IT JUST SO HAPPENS THAT HE REALIZES

THAT HE IS COMING TO THE DROP OF THE GREEN FLAG AND THERE IS A LEAD LAP CAR

BEHIND HIM, THEN WHEN THE GREEN FLAG DROPS HE SHOULD ACCELERATE TO THE

 START LINE AND THEN GO LOW TO LET THE CAR PASS HIM AFTER THE START LINE,

NOT BEFORE THE START LINE AS THIS WILL FOR SURE BRING A BLACK FLAG IF YOU

LET HIM PASS BEFORE THE START LINE.

 

***NEVER SHOULD THE LUCKY DOG GO TO THE LOW LAPPED LINE TO THE FRONT

 OF THE PACK FOR A RESTART.  ALWAYS STAY N BACK.***

NOW FOR ONE OTHER THING.....IF THE CAR WHO ULTIMATELY GETS THE LUCKY

DOG POSITION IS THE CAR WHO CAUSED THE CAUTION......EITHER BY SELF SPINNING

OR HITTING ANOTHER CAR, HE IS NOT ELIGIBLE FOR THE FREE LAP BACK. HE SHOULD

CHAT THAT HE IS NOT ELIGIBLE FOR THE LUCKY DOG LAP. IF ON REPLAY, IT IS

DETERMINED THAT A DRIVER THAT REQUESTED THE LUCKY DOG LAP BACK

WAS THE DRIVER RESPONSIBLE FOR BRINGING OUT THE CAUTION, THEN

THE DRIVER WILL BE SUSPENDED FOR THE FOLLOWING 3 RACES. SO BOTTOM LINE,

DON'T TRY TO PULL ANYTHING OUT THERE.

 

THERE IS NO LUCKY DOG RULE DURING THE LAST 10 LAPS ON AN EVENT.

 

NEXTEL CUP "Lucky Dog" Procedure explained...  Lucky Dog

 

                Scoring:

                                  IN STRL:

                  Most divisions follow the Gentlemen's Rule; however, there is racing back to

                the line when a wreck comes out if a driver wishes. This includes a race to the

                checkered flag if the caution drops on the White Flag Lap. Cars may/may not give

                laps back as they wish. Their position is scored when the driver crosses the S/F line

                 to accept the yellow flag.


                               In Road Runner:

                   When a caution drops, there is no racing back to the line. We have already

                    employed this concept in 2003. The Lucky Dog Rule has and will be in effect.

                    We felt that we need to clarify some more on this.

                    Here is further explanation of what is expected.



               Three Potentially Different Circumstances:


                   1. YELLOW NOWHERE NEAR S/F LINE EARLY IN RACE

                   2. YELLOW FROM ACCIDENT JUST BEFORE S/F LINE EARLY IN RACE

                   3. YELLOW THAT OCCURS ANYWHERE AND THAT CAUSES CAUTION TO FINISH RACE



                 1. YELLOW NOWHERE NEAR S/F LINE EARLY IN RACE


          When the yellow flag/caution light comes on, every car should appropriately lift, look down at

         the f2 screen and fall into an orderly position en route to accepting the yellow flag on the next

         lap around. There should be no attempt to pass any other car after this point. If there is a

         dramatic difference in speeds between two cars when the caution drops, a faster car

         understandably may have to pass a slower car to merge into an appropriate slot within reason.

         In other words, a faster car should not feel the need to lock the brakes (maybe creating an

         incident behind) just to make sure he stays behind a slower/damaged vehicle. Cars should

         merge together appropriately. Guys need to use common sense and courtesy.

          If a pass is made just after a caution is dropped and questioned by someone, nothing can

         be done at that precise moment. A complaint can be filed and it will be reviewed by the

         admins to see if there was ample reasoning for why the driver may have missed and not

         lifted (e.g. in blind spot, very different speeds of 2 cars). In NASCAR, many officials are able

         to watch recent TV replays and will radio to drivers to position cars back into place if need

         be during the next following laps (maybe even keep pits closed). In STRL, we have no way of

         sufficiently performing this. Hence, the admins rely on your cooperation and honesty during

         the race. The admins HAVE TO ASSUME that the positions when the cars come across the S/F

         line the next time are exactly the same as the positions were when the caution came out

         (Give or take some realism).


          However, after the race, the admins are able to review any complaints. A one lap penalty will

         be given if an attempt to pass is made when there is obvious clear view of the car being passed

          by the passing car, no justification for the pass, and no attempt to let the other driver regain

          his position.


                       2. YELLOW FROM ACCIDENT JUST BEFORE S/F LINE EARLY IN RACE


         Now there exists a totally different situation when a caution drops when an wreck happens

        that spans across the start/finish line. We HAVE to accept the positions to be when the cars

        come across the S/F line rather than when exactly the caution came out.

         This is because our N2003 Sim has a built in spotter system that tells us where to position

        ourselves no matter how damaged our car is and how different cars speeds may be as they

        cross the start/finish line to accept the yellow flag. So, for any incident where the accident

        occurs at or just before the Start/finish line, cars MUST listen to their spotters and must

        make an attempt to get into positions accordingly. If we don't do this, black flags will be

        given by the game and drivers will have to accept this. Dont count on Black Flags to be

        cleared as Admins usually have their hands full during this time anyways. One can never tell.

         If an incident happens like this and the race goes back green .....well great; drivers

        will have the ability to race back for positions to the end.


             3. YELLOW OCCURS ANYWHERE THAT CAUSES CAUTION TO FINISH RACE (NO MORE GREEN)


         If the incident happens near the end of the race where the race finishes under that caution,

        the positions will be ruled differently. Since there is not supposed to be ANY racing after the

        drop of the caution AND there is no more chance of cars to race under any green flag laps,

        the race is theoretically over immediately when the yellow light turns on.

         Final Positions for the race will be according to the exact moment that the yellow light comes

        on to bring out a caution that ends the race. Whether a car is upside -down/backwards is

        irrelevant; the car will be scored in that position when the yellow light comes on. This is

        assuming a given car has enough power to pace around the track and complete the race;

        if they can't make it back, they will be scored the first car a lap down. These proper finishing 

        positions can be easily scored by the admins and exports adjusted properly.
  

 


  

IV.   WEATHER   ("Modified Actual")

 

 

 4.1 When the server is setup by the administrator, the predicted weather for the location

      (city/state) of the real Winston Cup race on the following weekend race date will be used.

       Just prior to setting up, the admin will go to www.weather.com for the necessary

       information.

 

 4.2  If the next Winston Cup race is a DAY race, the forecasted HIGH temperature and conditions

       for that day will be used while the wind that is actually current will be used since the forecast

       excludes wind details.  If the next Winston Cup race is a NIGHT race, then the forecasted HIGH and LOW temperatures will be averaged for that night (usually a Saturday) while the wind that is  actually current will be used. The same conditions will last through the practice, qualifying,

       warmup and race.

 

 4.3 During the Winter Season, the system will be the same but we will always use the forecasted

      weather for Orlando, Fla.  (e.g. The conditions and high temperature forecasted for Orlando on

      the following Sunday along with the current wind speed and direction of wind.)

V.   POINTS ... Roadrunner Points System for Season Standings

 

 

    5.1  Road Runner will distribute points after each race in the same way that the 2004

            NASCAR NEXTEL Cup Series distributes points each week.  The Points System will be used

            through the entire 36 race season of the 2004 Tribute Cup but will also include 6

            special events where Double Points will be awarded (one per Race Session).  Since the Road

            Runner Division is split into 6 six-race sessions with individual session champions being

            recognized, Road Runner will recognize an Overall Champion by using points accumulated

            throughout the entire 36 race season.  In doing so, Road Runner does differ from the Nextel

            Cup which runs a 26 race period followed by a 10 race shootout for the Championship.  So

            Road Runner will recognize six Session Champions, one Overall Champion, one Overall

            LPIP Leader, and, new for 2004, one Rookie of the Year Award (highest overall points for a

            Road Runner rookie driver).

       5.2  Besides the regular finishing points, 5 points to anyone who leads a lap and another 5 points

            for the leader of the most laps.  

       5.3   There will be no points for pole position.

       5.4  Within each Season session, there will be one race that will be worth Double Points.  This

            race export will calculate the points won by each driver but then the points will be

            manually doubled by the administration into the standings.  Theses races are labeled

            on the 2004 schedule.

     5.5  Provisionals will also be doubled for these Double Point events.

     5.6  Points will be kept in the Winter Session.

     5.7  Provisionals will be automatic for ALL races in the Winter Session for any who attend

            even one race.

 


 

VI.   PROVISIONALS

 

 

    6.1  There will be provisionals given equaling points which the driver would have received

           if they had attended and received last place points.  (e.g. If 18 cars started race,

           then the provisional is worth 19th place)

 

    6.2  Provisionals will be automatic for the first 5 races of the season for anyone.  If a driver

          becomes a member after the 5th race of the season, he will be awarded past provisional

          points for 5 races.   

 

    6.3  At the 6th race, a driver must earn provisionals.  Drivers will be awarded a provisional

          ticket for every 3 races attended/race started since the beginning of the season. 

          Provisionals will be tracked on the Race Starts / Provisionals  page.  Provisionals will be

          automatic and mandatory to use at the first race a driver misses as long as the driver has

          a provisional ticket available. (The driver cannot pick and choose which race he wants

          to use the ticket for)

 

    6.4 Provisionals will be automatic for ALL races in the Winter Session for any who attend even

          one race.

        

    

    *This system should work well for a committed driver who has to miss several races per season.

 


 

VII.  SERVER

 

 

   7.1  We use Blademan Servers currently.  All passwords are given out to members/applicants

          prior to the races.  We will periodically change passwords as we see fit.

  

   7.2  In the event of a server crash/mass boot during a race ( where ~50% cars have to

           reconnect)....

 

             ....If race is < 20 min old, the server will be reset and re-qualified and run 100% of the

                                                   planned event.

             ....If race is > 20 min old, the race will be ruled a rainout unless unanimous decision to

                                                    run the complete planned race. 

 

   7.3   In the event of a complete field extended lag/warp during a race that is at least 50%

           completed,

          and that causes a majority of cars to lose a lap,  the race will be called on account of rain

          and the rain shortened race will count towards season points as long as replay/export are

          saved in time.
